Walter O. Alomar-Jiménez, JD, MBA, LL.M is a member of the group. Mr. Alomar leads the Litigation and Corporate areas. He advises clients on corporate governance issues and, more particularly, helping clients in the development of start-up companies giving special attention to the protection and licensing of their intellectual property.


Mr. Alomar is a registered patent attorney in the United States Patent and Trademark Office (USPTO) and works in the drafting, filing and prosecution of patent applications on behalf of his clients. He also is a patent law professor in the University of Puerto Rico Law School and mentor of the Intellectual Property and Start-Up probono group. In addition, he is the Chairman of the Board of Directors of the University of Puerto Rico System composed of 11 units.


He was part of the Corporate practice of Pietrantoni, Méndez & Álvarez, LLC. Mr. Alomar has a bachelor's degree in Chemical Engineering from the University of Puerto Rico, a J.D. and MBA from the University of Puerto Rico, and an LL.M. in Intellectual Property from the George Washington University.

Margarita Mercado Echegaray, JD, LL.M. Civil litigation attorney and the former Solicitor General of Puerto Rico, and the youngest to hold such post. Mercado has a bachelor's degree in political science and history of the Americas, and a JD from the University of Puerto Rico. She also has an LL.M.  in constitutional law and civil rights from Columbia University. Before her appointment, Mercado served as a law clerk at the United States Court of Appeals for the First Circuit, and as a law clerk for Anabelle Rodríguez in the Supreme Court of Puerto Rico and was part of the Litigation Practice of Pietrantoni, Méndez & Alvarez LLC. Mercado's most prominent cases includes the defense of the government of Puerto Rico against a lawsuit presented by the Puerto Rico Association of Members of the Judiciary.

Carlos Beltrán Ríos, JD, LL.M.  Mr. Beltrán-Ríos studied at Tulane University in New Orleans (Double Major in Accounting and Finance & Professional Accounting Degree), in University of Puerto Rico School of Law (JD 2005-2008) and in University of California Berkeley School of Law (L.L.M) where he got a Certificate in Business Law.  Mr. Beltrán maintains a broad practice in general civil and commercial matter specializes in franchising contracts, general contracts, commercial leases, negotiations, and sports law where he represents athletes locally and internationally.  Mr. Beltrán is also member of the International Volleyball Federation Tribunal with headquarters in Switzerland that decides on financial disputes between players/coaches/clubs.

Jessica A. Figueroa-Arce, Esq. Mrs. Figueroa-Arce has nine plus years of large law firm practice at Puerto Rico’s largest law firm with first-chair trial, mediation, and appellate experience in litigation of employment, contractual, insurance and collections lawsuits and administrative matters both in local and federal forums. Mrs. Figueroa-Arce has successfully represented employers in litigation before federal and Puerto Rico courts. She also provides legal advice to management on business immigration, human resources compliance issues and policy matters spanning the entire employment life cycle, from the hiring, discipline and termination of employees, including drafting of employment manuals and policies and the development of strategies for effective liability mitigation.

Johanna E. Estrella López, Esq. Mrs. Estrella-López has thirteen plus years of large law firm practice with experience in corporate law, commercial lending and secured transactions, merger & acquisitions, condohotel project development, and in the procurement of tourism investment tax credits & exemptions, among others. Mrs. Estrella-López has successfully represented corporations in complex commercial financial transactions in various industries such as Tourism, Manufacturing and others. She is admitted to the U.S. Court of Appeals, 1st Circuit, U.S. District Court of Puerto Rico and is a Notary Public. She has a B.B.A. with major in finance from the University of Puerto Rico and a J.D. from the Interamerican University School of Law (Magna Cum Laude).  

Carolina Blanes-García, JD. Her academic and professional experience combines key highlights that include, business experience, psychology and legal studies.  Ms. Blanes has a degree in psychology from the University of Puerto Rico where she graduated with honors and a Juris Doctor degree from the Interamericana University School of Law of Puerto Rico. While working for Eurobank Trust Compliance Department, Ms. Blanes acquired business experience specialized in banking regulations and compliance processes.  During law school Ms. Blanes participated as leader in a human rights workshop, Secretary of the Sports and Law Student Association and collaborated in multiple organizations and far reaching initiatives coordinating educational, fundraising and community events.

Andrea Collazo Borralí, JD.  Ms. Collazo-Borralí joined DBPR Legal, LLC, in 2018. She obtained her  BA in Environmental Studies and Political Science from Manhattanville College, graduating Summa Cum Laude in 2015.  Afterwards, she obtained her Juris Doctor degree from the University of Puerto Rico School Law, graduating with Honors. During her time at law school: she served as a student law clerk at the U.S. District Court for the District of Puerto Rico; worked as a Summer Associate for one of Puerto Rico major Law Firms; was a student attorney for the Environmental Legal Aid Clinic of the University of Puerto Rico; served as a graduated research assistant for a law school professor with focus on Energy Law; and co-founded a law clerk service provider startup for attorneys in Puerto Rico .Ms. Collazo-Borralí interests cover a wide arrange of industries ranging from innovative enterprises and start-ups to a sustainable economy through the sharing economy.
