Jeanelle Alemar-Escabí, CPA, CGMA, JD, LL.M. is the managing member of the group. Her practice focuses on designing tax efficient strategies for individuals and businesses in various industries, including energy, financial services and emerging services in Fintech, such as blockchain related businesses and investments. She is also an avid philanthropist and the founder of various not-for-profit organizations.
Before starting DBPR, she founded JAE Legal Services LLC, her first entrepreneurial experience. She also worked as part of the tax practice group of the law firm Pietrantoni, Mendez & Alvarez LLC from 2005 to 2015. In addition, Jeanelle served as tax adviser for the Secretary of the Puerto Rico Treasury Department from 2001 to 2004. Her certifications include: Certified Public Accountant and Chartered Global Management Accountant affiliated to the AICPA; Certified Promoter by the Puerto Rico Department of Economic Development and Commerce to promote Puerto Rico incentive programs; Certified Mediator by the Puerto Rico Supreme Court and a Notary Public.
Ms. Alemar is the Co-author of Bloomberg BNA Tax Management Portfolio 995: "Business Operations in Puerto Rico" T. M. 7320 and of the Article Bloomberg BNA Tax Management Weekly State Tax Report, Volume: 2012 Issue: 22, 06/01/2012; "Investment Destination: Puerto Rico New Tax Incentives to Lure Business and Individual Investment".
Jeanelle has a B.S.B.A. (Accounting/Finance) and a J.D., both from the University of Puerto Rico, and an LL.M. (Masters of Law) in Taxation from Georgetown University Law Center in Washington, DC.
Walter O. Alomar-Jiménez, JD, MBA, LL.M is a member and Head of the Corporate Department of DBPR Legal, LLC where he advises clients on corporate governance issues and, more particularly, helping clients in the development of start-up companies giving special attention to the protection and licensing of their intellectual property.
Mr. Alomar is a registered patent attorney in the United States Patent and Trademark Office (USPTO) and works in the drafting, filing and prosecution of patent applications on behalf of his clients. He also is a patent law professor in the University of Puerto Rico Law School and mentor of the Intellectual Property and Start-Up probono group. In addition, he is the Chairman of the Board of Directors of the University of Puerto Rico System composed of 11 units.
He was part of the Corporate practice of Pietrantoni, Méndez & Álvarez, LLC. Mr. Alomar has a bachelor's degree in Chemical Engineering from the University of Puerto Rico, a J.D. and MBA from the University of Puerto Rico, and an LL.M. in Intellectual Property from the George Washington University.
Margarita Mercado Echegaray, JD, LL.M. Civil litigation attorney and the former Solicitor General of Puerto Rico, and the youngest to hold such post. Mercado has a bachelor's degree in political science and history of the Americas, and a JD from the University of Puerto Rico. She also has an LL.M. in constitutional law and civil rights from Columbia University. Before her appointment, Mercado served as a law clerk at the United States Court of Appeals for the First Circuit, and as a law clerk for Anabelle Rodríguez in the Supreme Court of Puerto Rico and was part of the Litigation Practice of Pietrantoni, Méndez & Alvarez LLC. Mercado's most prominent cases includes the defense of the government of Puerto Rico against a lawsuit presented by the Puerto Rico Association of Members of the Judiciary.
Carlos Beltrán Ríos, JD, LL.M. Mr. Beltrán-Ríos studied at Tulane University in New Orleans (Double Major in Accounting and Finance & Professional Accounting Degree), in University of Puerto Rico School of Law (JD 2005-2008) and in University of California Berkeley School of Law (L.L.M) where he got a Certificate in Business Law. Mr. Beltrán maintains a broad practice in general civil and commercial matter specializes in franchising contracts, general contracts, commercial leases, negotiations, and sports law where he represents athletes locally and internationally. Mr. Beltrán is also member of the International Volleyball Federation Tribunal with headquarters in Switzerland that decides on financial disputes between players/coaches/clubs.
Jessica A. Figueroa-Arce, Esq. Mrs. Figueroa-Arce has nine plus years of large law firm practice at Puerto Rico’s largest law firm with first-chair trial, mediation, and appellate experience in litigation of employment, contractual, insurance and collections lawsuits and administrative matters both in local and federal forums. Mrs. Figueroa-Arce has successfully represented employers in litigation before federal and Puerto Rico courts. She also provides legal advice to management on business immigration, human resources compliance issues and policy matters spanning the entire employment life cycle, from the hiring, discipline and termination of employees, including drafting of employment manuals and policies and the development of strategies for effective liability mitigation.
Maritere De Jesús Aponte, JD, LLM. Mrs. De Jesus-Aponte has four plus years of litigation in state courts and administrative forums. She has published articles and acted as editor of the Derecho Puertorriqueño Law Review. She has participated in European law seminars and is also a Notary Public. Ms. De Jesus Aponte has a bachelor's degree in Communications with a minor in Psychology from Sacred Heart University, a J.D. from the Pontifical Catholic University of Puerto Rico, and an LL.M. from the Interamerican University of Puerto Rico.
Carolina Blanes-García, Esq. Her academic and professional experience combines key highlights that include, business experience, psychology and legal studies. Ms. Blanes has a degree in psychology from the University of Puerto Rico where she graduated with honors and a Juris Doctor degree from the Interamericana University School of Law of Puerto Rico. While working for Eurobank Trust Compliance Department, Ms. Blanes acquired business experience specialized in banking regulations and compliance processes. During law school Ms. Blanes participated as leader in a human rights workshop, Secretary of the Sports and Law Student Association and collaborated in multiple organizations and far reaching initiatives coordinating educational, fundraising and community events.
